What is the “Hokkaido University Climate Action Plan”?

Under “HU VISION 2030” and “Hokkaido University Sustainability Declaration”, Hokkaido University has made climate action a core institutional priority. In 2024, the university released “Hokkaido University GHG Inventory 2022”, offering a comprehensive accounting of greenhouse gas (GHG) emissions across all its campuses and facilities. Building on these findings, the Hokkaido University Climate Action Plan was developed in 2025—a university-wide roadmap that sets out concrete targets and initiatives for achieving carbon neutrality by 2050.

GHG Reduction Targets

Hokkaido University’s GHG emission reduction targets are: a 51% reduction in Scope 1 and Scope 2 emissions by FY2030 compared to FY2013 levels, and an 80% reduction by FY2040. Finally, the university aims to achieve carbon neutrality across all Scope 1, 2, and 3 emissions by 2050.

Reduction Policy

The university’s foundational approach rests on two pillars: reducing energy consumption and actively expanding the use of renewable energy. For residual emissions that cannot be fully eliminated through these efforts, the university will explore offsetting strategies such as the use of environmental credits and forest-based carbon absorption.

Energy conservation will be advanced through upgrades to buildings and equipment, as well as through behavioral change across the campus community. When sourcing renewable energy, the university is committed to selecting clean energy solutions that harmonize with local communities, with careful consideration given to biodiversity, landscape aesthetics, light pollution, and disaster safety.

Drawing on its strengths as an educational and research institution, the university will also advance co-creation with local communities and industry through research and development toward carbon neutrality and the cultivation of future talent, thereby fulfilling its responsibilities to society.
